Summary

The book presents the results of a monographic study conducted between 2009 and 2011 as part of a research program at the Institute for Economic Research at the Bulgarian Academy of Sciences. It is devoted to the highly topical issue of the deteriorating state of human capital in the fields of education and science in Bulgaria over the last 20 years. This predetermines the need to create appropriate conditions for its preservation and development in connection with the processes of European integration, building a knowledge-based economy, and overcoming the negative effects of the recent economic crisis. The monograph represents an attempt at a comprehensive study of the theoretical and practical aspects of this problem, as a result of which the essence, characteristics, and social functions of human capital in education and science are determined; a quantitative and qualitative assessment of its economic status is carried out; important guidelines for its future development are substantiated, taking into account its role and place in the country's economy.

Matu  MatevAssociate Professor Dr. Matthew Matev works at the Institute for Economic Research at the Bulgarian Academy of Sciences, Macroeconomics Section. There are publications in the following areas: efficient use of raw materials, fuels and energy; material consumption and production efficiency; financial, institutional and regulatory aspects of education, science and culture; problems of European integration in the research sector; condition, formation, storage and use of human capital in the field of science and research; policy and investment in human capital. He has participated in many research and applied projects.
Irena Zareva
Irena  ZarevaAssoc. Prof. Dr. Irena Zareva works at the Institute for Economic Research at the Bulgarian Academy of Sciences, Macroeconomics Section. Her scientific publications are in the following areas: human capital - condition, formation, use, development policies, economic aspects of education and training, educational policy, human resources, labor market, demand and supply of labor in educational and qualification plan. She has participated in a number of research and applied projects funded by state and international institutions and programs.
Alla Kirova
Alla  KirovaAssociate Professor Dr. Alla Kirova is a member of the team of the Institute for Economic Research at the Bulgarian Academy of Sciences, Macroeconomics Section. Her publications are in the following areas: social reform; inflation and income redistribution; consumer protection; family policy; social aspects of tax policy; socio-economic impacts and effects of the shadow economy; social protection of children and mothers; equality between women and men; history and development of economic theory; theory of human capital. Participates in a number of research and applied projects funded by governmental and non-governmental institutions and international programs. Long-term lecturer in the subject "History of Economic Studies".
