This textbook on Administrative Law (General Part), presented to the reader, attempts to modernize the material covering the fundamental aspects of the academic discipline of administrative law. Efforts have been made, where possible, to move beyond the routine interpretation of traditional provisions and institutions of administrative law and to articulate and justify new perspectives and emphases. This was necessary in view of the growing role of the state administration in the exercise of the state’s executive power during its transition to a democratic and rule-of-law state.
