This book is an attempt to provide an objective account—based on archival materials—of the events surrounding the launch, initial implementation, and termination of the Nikopol–Turnu Măgurele Hydrotechnical Complex. A contemporary perspective on these events is of great significance, as it provides an opportunity to analyze the mistakes and successful decisions made during the implementation of massive projects on the scale of the “Nikopol–Turnu Măgurele” Hydrotechnical Complex. This experience is also important for today’s design, engineering, and construction teams, as well as for a number of research institutes and departments where the technical and natural-mathematical sciences predominate.
